A dirty 1939 dime that I think has a woman on it, with hair that looks like eagle wings?

and says Liberty(i think) on the top. and looks like theres a W maybe on the bottom above the date? either that or its a turtle.. lol..

if its a turtle, its for SURE gotta be worth BILLONS right? I mean.. who doesn't like turtles!!

The back of it isn't that dirty so you can see what it says in the pic.

Is it rare? or worth anything?
