On second thought, there is some weakness of the rim across from the "clip", so it might be a clip, but I would need a better in-focus picture to be sure.

That's a clipped planchet, probably worth a couple dollars.

Well, I'm not sure if it is a clipped planchet or a purposefully damaged coin. Can you please show us the other side (in sharp focus) and ideally, an image of the missing edge? The rim at 12 o'clock might be a little weak, which is a good start, but I think that more information is needed to know for sure what you have. Thx.
