Yeah, looks cleaned to me, with probably VF-30 details. If the cleaning doesn't bother you I'd say you got it at an OK price. The PCGS price for an undamaged coin in Fine-12 is $65, jumping to $165 in EF-40.

Personally, I've accumulated plenty of cleaned or "problem" coins over the years and I'm trying not to add any more. Original capped bust half dollar dimes are available and while they will probably cost more my advice (for what it's worth!) would be to hold out for one of those.

Harshly cleaned. Its a problem coin, so it'll probably never appreciate in value. but not a bad buy
