All public libraries get rid of books that are not borrowed often. Only national reference libraries keep all of their books but they are in stack and you have to request them.
If they haven't got your request, you may have to wait a week or more, via inter cross library loan, and it will not be available for you take out. You will have to find what you need in the requested book, and copy from it selected information, if your allowed. Depends on current copyright.
In the last decade or so, public libraries also have trended to have considerably greater access to the Internet.
If you can get free access, still go to the public library, and make good use of their keyboards, and you will find all of the popular numismatic references that you would be looking for.

I have about 200 specialist numismatic books and numismatic research papers, which I make good use of.
If I want more specific and detailed numismatic information, I go to a leading specialist numismatic auctioneer, who has an internationally respected reputation.
The library owned by the auctioneer has around 10,000 specialist numismatic books, and I guess that it would be in the top 5 of the largest specialist numismatic reference libraries in the World.
Have to make a day trip there, if I am desperate enough to need to find the numismatic information I may be looking for.
