This Proof Vermont Quarter is in its original sealed holder and show that the lamination has peeled off in the reverse area (under x30 magnification lens).
Any idea if that would add a premium?
Comments shall be appreciated

Looks like part of the inner holder. You can open that Holder and find out

Is the area raised above the fields and devices. If it weren't for the last fork at the end of the area in question, I might have thought this is a die crack. But a closer view of the area in question would be helpful

Definitely it is not an issue with the holder. I shall edeavour to take a closer picture but, what I noticed upon examination with a 30x magnifying loupe is that edges of the "crack" are irregular and the lamination is off/peeled. The area in question goes over the fields and devices. Should it be a die crack do you consider it worth to have it sent over to PCGS for an evaluation? I appreciate the comments made

Not worth submitting. Coin is worth just a few dollars and it would cost big bucks to have it slabbed. Save your money. Mark the information on a sticker to include with the holder.
