I found this coin and looking at front side it seemed polished so I wanted to see if both sides where polished I then seen strip on back I tried to pull it off does not come off with finger nail is this some thing could have left the mint or is this another piece of metal stamped on real hard afterwards?

Not rare and not an error, see this periodically.
The reverse has been soldered to make into a piece of jewellery.

Fell off and now spent. Weight will be over on this one because of the added solder.
