Given the photos as provided, I don't see signs of over-polishing. Looks like an average wear 1984 quarter. Less-than-distinct lettering in IGWT (left side) is most likely due to wear, perhaps a Grease Filled Die. I and T could have been 'clipped' by a Coin Wrapping Machine back in the mid-80s, then subjected to wear over the next 35 years.

Usually when I say over polished, I'm referring to over polishing of the dies. If a die is over polished, the devices will look thinner because the fields are reduced in size. (shorting the height of the devices.)

When a coin is polished the opposite happens. The coin look wider because the narrowed part oat the top of the deices is removed and and with that gone a lot of detail goes away:

But coin circulation can also wear off the tops of devices. So it maybe just a circulation issue for your coin. Hope this helps. If not, ask another question.

Polishing a coin will ruin collectable value. If you sent one to be graded, it would say genuine or altered surfaces and not give it a grade. (more or less body bag the coin)
