1977 Quarter Possible Strange Error?

I came across this in my pocket change today. It is a 1977 quarter but when I checked the back, I noticed that there is a strange deep hole in the coin on the back under the eagle. It almost appears like a hole was drilled there but it didn't go all the way through. I had no idea if this is an error or not, so I'm coming to you guys for help. Thanks!

Looks like deliberate damage, an unfinished attempt to drill through the coin.

Looks like it was hit by a punch. You can see a bulge on Washington's head from the impact.
