Why is this not a doubled die? Most of the time when you see enlarged devices, it is usually a doubled die. But that is if it is on a raised devices. These are incuse on the ATB Quarters, Just the opposite rules apply on doubled dies when they are incuse. On a doubled die on incuse devices, the are reduced. Just the opposite because they are on the die just the opposite. Raised devices are incuse on a die. Incuse devices are raised on a die. So when you see VDB on the cent, if it is Machine Doubling (because it is incuse) these devices are doubled:

On the EPU on the shield cents these devices are also incuse:

So when they are machine doubled like the example above, they are enlarged from MD. But on a doubled die, what happens. Just the opposite:

How did I figure this out? On the 2013 DDR you can see raised devices doubled by enlarging. And incuse devices showing a reduction of the devices:

It took this die for me to figure out how these rules reversed on raised and reduced devices.
So on the ATB devices, these are all incuse devices. So they are machine doubled. I have yet to see these incuse devices denoted as a doubled die. Why? Because these dies are created by the single squeeze process. What does that have to do with the price of tea in China? The DDR's on these are located in the centers of the designs. Same as the States Quarters are Single squeeze dies. So the doubled dies are contained to the earlobe and motto areas on the obverses, and on the central areas of the designs on the reverse. So no DDR's are found on the outside devices most of the time. (98% of the time there are a few exceptions where the hub process was restarted and made a few real doubled die from two hubbings) So to look on the outer incuse devices on the ATB Quarters is pointless. Why? Because 70% of the time the MD is seen on these devices. Whether mild or strong like your coin. They are not doubled dies, they are machine created damage on the devices. A doubled die has the doubling on the die, not caused by the machine.
