Looks like glue.
Soak it in acetone for a day or so and it should disappear.
Did you have a question on the Obverse?

@michelle, the glue was on this coin for long enough that it protected the surface while the rest of the coin toned. Even when the glue is gone, the two-color toning will be present.

Looks like the glue has been there for decades. The BU look you can see through that area of the glue. Premium, no.
