1974 5 Cent Nickel, Possible Collar Error?

I grabbed a box of nickels over the weekend and came across this 1974 nickel, the edges/rim felt somewhat sharp so I set it aside and finished going through the rest of the box. After I was finished I put it under the microscope and it looks like some sort of collar error. At first I thought maybe it was a jewellery coin but the rim shows no sign of PMD.

I was hoping someone my know exactly what I am looking at and if it is normal or not.

Im not really convinced on the Dryer Coin aspect as I've seen many and I don't think a dryer can create perfect creases like this without affecting the outer rim to some extent, Rim circumference is in spec and perfectly flat all the way around. I get that a dryer can roll the edge in and make a coin well rounded but that doesn't seem to be whats going on here.

If no weakness shows up in the obv or rev details.....then not weak strike.
