Rather than doubling, might this be a die chip?

I think it could be a new unlisted Doubled Die Reverse. It's in the middle of the design, and that's how the modern Doubled Dies are, on the newer Quarters.

I'm thinking die chip or slight Die Deterioration. Being so far from the center, there should be some other doubling visible.
