Can you let me know if these are raised floors on bays 1,2,3,4 and doubled planter?

Just Machine Doubling. Note it is flat, shelf like, reduces the side of the devices. If this were a DDR, then the devices would be enlarged:

This is a DDR on those devices. (this seldom happens though) Not the contour of the devices are there. They are not flat, shelf like on your coin. All coins struck with this die will have this design. Not all coins struck by this machine that struck your coin, will create this exactly the same from strike to strike. It is random. Some coins could be totally normal. It just depends on loose the machine is.
