Check the other devices on the coin. I looks like to me the devices are thinned. This happens when the dies are polished several times. The fields get reduced, the bottom with the devices are being reduced. Making the devices smaller in size. If not polished evenly, you can see the the appearance you are seeing. Keep in mind a doubled die devices will be enlarged. So the doubling would be across the board on devices, not just one device, or just one area of the device affected. Polishing alters the original shape of the devices.
Here is an example of a '1' almost removed:

This is a DDO that the first digit is affected with a slight reduction in the '1'.

Why does this appear as a re-occurring event? Die clashing shows on certain devices. So the reduction can affect the target area devices. It seems like since that year, they seem to not target a specific device, but more often reducing more of the whole fields. Even target areas of die damage that affected the out edge of the die can be found:

Note the differences of the large and small dates are an isolated area? Well after several die polishings some dies really suffered a lot during that year:

So again the cause was doe over polishing that altered the devices to clean up dies with issues. That is what I'm seeing on your coin. If it were actually doubling all the devices would have been affected, just not one area of the a single device. When you find a doubled die, a light will go on, and you will instantly know, this
is a doubled die. No question in your mind. Keep from staring at the edges of the devices. The devices should be enlarged in the center of the devices:

A doubled die will just out and announce I'm a doubled die!
Your eyes never get tired of seeing a doubled die.
