Extreme die wear. Looks like a contact mark on the rim on the obverse. A partial collar show on the edge of a coin. While it looks like the edge was pushed in, it is actually just the opposite. The collar formed the part of the planchet that was in the collar, what was not in the collar was squeezed over the top of the collar. You can see it better on a reed edge of a coinL Note the reed area is the correct size, the area out of the collar is larger. So it is not a reduction of the planchet size, but an enlarging where it is not in the collar.
