Maybe I'm seeing things, but it looks like there might also be a faint die clash on the obverse fields? Perhaps the "debris" on the reverse could be abrasion from trying to polish out a die clash? Very interested to see what others say!
If it were a rusty die issue, the marks would be incuse. This looks like on the coin that it is raised. So it would have to be die damage making incuse marks on the die. If it were grease with grit, it also would be incuse marks on the coin. The images shows raised areas on the fields. (from what I can see)
Not true coop. I have a cent that was struck with a rusty die and the marks are not incuse. As the die rusts it becomes pitted, when a coin is struck with that die the marks are not incuse.
