I have a 1983 d penny that weights 2.67 grams could it be a brass plated penny if so is there any value to it

Check the accuracy of your scales. If OK, then your '83 is 6.8% overweight.
Only a very tiny proportion of coin production is quality control checked for weight. I don't think one or two overweight in billions would have bothered the U.S. Mint very much.

At 6.8% overweight - scarce? yes.
Highly valuable? - not really.
