Please post a full coin photo of the obverse and reverse properly rotated and cropped. With that pic, it looks like maybe acid damage.

I was thinking a low acid drink may have etched it like John1 mentioned. The look reminds me of a squeeze with sandpaper. Leaving low etched areas on the surface.
