@na, sorry but that isn't a mint error. I can't tell from the pic, but if that part of the coin is incuse, then someone has squished this cent and another one in a machinist's vice and transferred part of the design of that coin onto this one. On the other hand, if that part of the coin is proud, then this is dried adhesive from sticking two coins together. Either way, it didn't leave the mint looking like that.
