Coin novice here but came across a severely worn down quarter - which appears to be a Connecticut quarter. My kid wanted to know how this happened so figure I'd ask y'all.

@lh88, welcome to CCF. While I can't tell you how this coin became so worn, I can tell you that it didn't leave the mint looking this way. Normally coins don't wear out in ~20 years, so I'm thinking someone intentionally ground this one down to be so smooth.

Looks like it was sanded and polished to remove the devices. An attempt to make a mint error, with a normal coin. Worth what it said on the obverse before it was polished off. Quarter Dollar.

To CCF! PSD (Post Strike Damage) for sure, no doubt about that. Heavily damaged. Worth face value.

It looks like it took a detour through a rock tumbler.

Keep it as a novelty item. It's still worth 25 cents, and only that, but it might be fun as a conversation starter.
