Not sure if this would be damage or not, I know some clips won't show the blaksley effect so I wanted to ask for some input from someone who might be sure.

not a clip. PMD. no dovetailing of the rim where the missing material is. check out the rim beside the E and you can see what the dovetailing looks like on a straight clip.
