1889 Indian Head Cent. Error?

Hello all.
Just going through some of my coins and found a 1889 Indian Head cent with the second 8 in the date looking like a 3, so it looks like it reads, 1839? The coin is well worn but it makes no sense (no pun) that the 8 would be worn to look like 3. Mint error? Looking for some help to figure this out. Thanks.

I seem to recall that's a familiar oddity for this date known as the "Broken 8".
