1990-D Quarter What Is This Wrapped Around The Stem Of The Leaves?

The top is raised quite a bit while the bottom doesn't have much rise to it. I just through claw out there as a wild guess. I really have no idea what the cause is, whether its just PMD or a variety of some sort. I can't find any references on the go-to sites nor can I find it on any images of others coins. I thought I would post it here for input and/or others ideas of what may have caused this But I haven't gotten any feedback. Maybe I should change the title...any ideas of how to get some feedback on this?..
