1990-D Quarter What Is This Wrapped Around The Stem Of The Leaves?

It looks like something is wrapped around the stem of the leaves. The top is raised quite a bit while the bottom doesn't have much rise to it. I just through claw out there as a wild guess. I really have no idea what the cause is, whether its just PMD or a variety of some sort. I can't find any references on the go-to sites nor can I find it on any images of others coins. I thought I would post it here for input and/or others ideas of what may have caused this But I haven't gotten any feedback. Maybe I should change the title...any ideas of how to get some feedback on this?.. Any help is much appreciated

If it is incuse, it is damage. If it is raised it might be a chip. Just can't tell which from the image provided. But that area is far away to be a claw?

Might be a Die Chip or damage, but these pictures are very rough. I can't give you a straight answer without clearer pictures.
