Looks like a nice die chip to me, referring to the B.

Actually it is not a chip. It is a broken post. The post forms the incuse areas on devices. When this post breaks off, the area is now a void on the die. The void is filled when coins are struck. If the post breaks off below the fields, then the void is deeper than the fields, and rises above the devices. Thus it is a broken post issue.

Also looks like some Die Deterioration Doubling on IGWT and the date.

On the tops of the motto, it appears to be more of MD. Note how the devices are showing a raised areas from the push of the MD.

Ah! Sorry! I get those mixed up when it comes to the B in LIBERTY and the MM, they can be so similar.
