Looks like Jefferson will continue weeping until somebody figured out what happened to his coin. He must be a scarce variety or probably very very rare 1962 Nickel.
I'm leaning more toward Machine Doubling: A high bounce after the strike. (This is a 1991 half dollar with lots of moved metal after the strike) The nickel is a higher profile, so just images on the corners of the mouth was affected and the eyes.
