I don't know what they call it in Canada but it looks like some type of lamination or de-lamination.

Lamination error.
i.e. defective planchet.
"Dipping" is not considered cleaning...

Looks like a Lam peel.

Nice coin btw, tough to find 1888s fully legible like that.
