Here ( 264701815573) is an MS67 that went for $150 on ebay. Even the cheapest 67's went for at least $70. No wonder your $20 offer was rejected.

I guess I would be wasting my time to offer them $1.50 for that quarter! Besides, I have one already. It cost me $0.25 and looks good enough to me.

Guessing it cost a least $30.00 to get the coin slabbed. If you want one for 20 bucks get on in the raw

MS68 San Antonio Missions From PCGS has on 14 graded MS68 and none higher. Maybe don't think it's worth it but this is how it works with top pop coins for any year.
Someone building a registry set will get him closer to where he wants to be on it than $20.00 that's for sure.
You might likely get a MS64 for $20 right now if you look. Maybe MS65 or MS66 if you look hard.

You'll have better luck just bidding on raw quarters and hope the pics are accurate. And I don't think the price will come down much, the population of these W quarters in good condition can only decrease over time.

West Point doesn't normally make coins for circulation, but starting last year they have been making 2 million of each design of the America the Beautiful Quarters and they have been putting them into circulation Now Philadelphia typically makes 100+ million of each and so does Denver, but West Point is only 2 million of each. so lesst than 1% of each ATB Quarter design are from West Point.
