Looks pretty strong I think it would have a good shot at PCGS or NGC MS-67. Always tough to assess through plastic but surfaces are wonderful on it. What you can do is submit a crossover with a minimum of 67. If it doesn't make that, they'll return it to you in the original holder.

ICG is not a trusted slabber,IMHO. I do not think it grades MS67,weak or damage on the bottom steps for one thing. I would not send to NGC-PCGS-ANACS. John1

I don't think the lack of full steps, or die issues on the steps, would preclude it from MS-67. There are whole years where you can't find any full step LMC's, and the designation isn't particularly meaningful except to the extent that coins which exhibit full steps might command a very slight price premium.

I think you better leave as is . Every part of the building is a nice strike accept for the steps . ICG I heard has been pretty good at grading lately , if they want to call it a 67RD so be it .

IGC is good at grading Lincolns, I own a few of their slabs. It's not near valuable enough to be worth crossing IMO. It's just fine in that IGC slab.

Looks like a 66 to me. I've sent some nice 1961-D's in my time that I swear are 67's, usually come back 66 or 66+. PCGS likes to protect their pops.

yeah it's a slam dunk at 66 but once you get to 67 and 68 grades it becomes rather impossible from photos, and requires an expert grader with a loupe and perfect lighting.

I can't tell if those marks are on the coin or the slab. If they're on the coin, you should probably leave it as is.

One thing to remember is if you submit it for a conversion, and specify a minimum grade, they will leave it in the original holder if it doesn't meet the desired grade. So in this case you would request a conversion at 67 or higher and, worst case, you're just out grading fees and still have your ICG slabbed coin.
