V.V was a few listed for that year/mint, but the location of the mintmark doesn't seem to match them:

Wexler's page is not responding right now. So it does appear to show the attributes of a doubled die, just not sure which one it is though.

Coop Wexler doesn't even have a page for 1968 doubled dies from any mint on his website. Looks like it could possibly be a new discovery piece?

You can clearly see the separation lines so this is a true DDO. Look at the N in IN

I wonder if it is a master die issue. There have been some though the years on the halves. Hang on to it for now and see what comes up on Wexler's site.

Pretty strong notching on this one.
I was thinking it might be an earlier die state for DDO-002 but Coop is right about the MM location not matching.

Wexler doesn't seem to have any Kennedy half dollar DDO's listed for 1968.
