I'm not sure how this coin got it's strange toned areas, but in hand you can tell it's not something intentionally introduced onto the surface. Only thing I can figure is that something was near or touching this coin and over the years whatever that was reacted with the silver and caused those strange little toned areas.
No way in heck this is a mint state coin. Spots and the discoloration (not toning), rub on the cap, the obverse fields and slightly above the ear. AU58, nice AU though. Amazing that TPGs do call these MS.
This would be a coin that I would have to consider dipping given the spot toning. It looks like someone may of already dipped the coin and did not rinse causing the white spots.
The down side is that a dip may not help the coin.
spots and discoloration will not reduce a grade from MS to AU. however looking closely at the right wing, the tips of the arrows and the field adjacent to them the coin looks like it was wiped with something. there is a chance it would details
