Looks to be, also see the memorial die cracks that are fairly common on memorial cents.

The obverse has signs of significant die polishing, abe's neck is almost entirely gone. This is a pretty late die state.

The 1983 and 1984 had a lot of clashes/abrasive polishings as well.

I'm assuming the polishing was to remove the clash marks on obverse, correct?
