I think it's flattened, but I am a newb.

Things I am finding -

60's and 70's coins are EXTREMELY well struck, and I've found a lot of flats. I think you have circulation flattening on that 46.

I'm so new it's not EVEN funny. Listen to everyone else first.

It appear to me to be Machine Doubling. Note the affected areas are flat, and not enlarged.
