I don't think it's an RPM because the mint mark was put on the die starting around 1990. It looks like separation from the copper and zinc due to the hard strike of the die.
There's what Bill said along with the fact that the 'doubling' is very flattened and has scrape marks on it where the die and coin slid against one another. That never happens on RPMs.
Barely visible on the second 9, but I do concur...it is Machine Doubling.
BIG HOWEVER...
The rule about the date and mintmark doubled together is ALWAYS Machine Doubling ends in 1989. In 1990 the mintmark was in the design that created the die, thus any doubled dies would ALSO double the mintmark. Case in point, 1995D-1DO-003. A true hub doubled die that shows doubling on the mintmark BECAUSE of the doubled die...
