I am leaning towards deterioration because of the odd shape of the top "P", but it was pretty dramatic to see it for the first time.

That is MD. RPM's stopped in 1990.

As John1 said, not possible for it to be an RPM. The mint mark used to be punched in the dies by hand until 1989, but starting in 1990, the mintmark became part of the hubbing process. From that date forward, any true doubling variety on the mint mark would be a doubled die, not an RPM, however, you can tell from the reduced size and shelf-like appearance of the doubling that this is Machine Doubling, not a DDO. No numismatic value for this one.
