Need to see the reverse. It is a small date and if it weighs 2.5 grams it is a copper plated zinc core and if it is 3.1 grams it is copper.

I would guess a plating bubble based on what appears to be a lot of plating bubbles on the obverse. Press it with a toothpick (not too aggressively, but hard enough) and see if it depresses.

Question isn't so much if it's still there *after*, but rather if it depresses when the pressure is being applied. It's possible that the second you remove the toothpick it will pop back up.

It could also be a hard piece of debris trapped between the copper plating and the zinc core.

Or a split plating issue. If when looking at it in lower light, you can see a gray dot, it may have been pieced with a needle. A gas bubble will flatten with a toothpick, but a split plating example will rise as the zinc gets oxygen on the zinc. So check for that. A die chip would not be smooth. Keep in mind a chipping away of metal off of steel. The breakaway point t would be irregular in shape. (Even granular in appearance)

Extra value to the coin? In my opinion, no, unless one finds a collector who is crazy about Lincoln Cent oddities--including the very subtle ones.

Probably a zinc cent but the weight will conform.
