Below the date it looks like Lincoln's clothing article is weakly struck or something? Would this ad additional value?

I'd say that part of the garment was reduced through die polishing. If the die polishing boo boo is localized and not spread all over the obverse, there is no increase in value.

Pictures are way too blurry and pixelated. Can't help you without better pictures. I don't see anything so far, but the pictures aren't good.

Looks like die polishing on that area. Also the coin pictured is a 1970-D.

Especially from your last photo, I don't see anything too abnormal. Maybe the whole coin is weakly struck or slightly grease filled?

Correct the jacket area was reduced by die polishing to remove clash marks around the date area.
