I think it is a damaged die,as opposed to a die chip. Coop...

Possible post breakage if you are talking about the mintmark. Heavy die flow on the fields and die wear on the '4'. (note the affected area is in lines with the die flow lines on that area) Just a spender. RPMs were done at this point. So die wear and die post breakage is the only thing happening on this years dimes. V.V shows no DDOs on dimes that year.
