2019 Idaho Quarter Error?

Can anyone please tell me what the error is on this 2019 Idaho Quarter? It has a complete marking all the way around the reverse side of the coin. To me it looks like it is under the writing. Is this a mint error?

Those devices are incuse. When the coin gets scratched, the lines are on the outside of those fields. When the damage is deep enough, then it can alter the incuse devices:

These devices are also incuse. But note the damage was deep enough to damage the devices and other areas not affect the deeper devices. The depth of the hit is the difference. Same on your coin.

to CCF. Looks like damage from a coin counting/wrapping machine or even a vending type machine (gumball)
