Looks like it was plated. So if it happened several times it would add weight to the coin. The normal weight is 2.7 grams for a steel cent. SO if it sticks to a magnet, it is a normal reprocessed coin. Are sure you are weighing in grams? Put a copper cent (3.11)and then a zinc cent (2.5g) to see if it is not in the grams mode?
Agree with @coop. .099 oz is 2.8 grams, which is close to the correct weight. You might have your scale set to the wrong measurement. It has that overly shiny look of a plated coin, which would account for the small difference in that case.
