@jm, could it be Machine Doubling (or tripling)?

After doing a quick search on google to see what a normal 25 Centavos looks like I agree with Greasy Fingers, what you are seeing is not on any "Normal" 25 Centavos from what I can tell and does in fact look like you have yourself a Doubled Die, nice find!

Edit, I also see the "Tripling" that Spence sees.

For what it is worth: I have noticed over the years that a lot of foreign coins are either called doubled dies that are actually MD to U.S. collectors or are very common in their respectful countries.

I have a theory , if I find more samples like this, so it probably is a Doubled Die, I going to make a search for others 25 cents 2011. If I find another coin like this , I will post the images here,

Many thanks to your reply,

For me it is definitely a doubled die, once the hub should reheated the misaligned die for two times

Nice doubled die! Weak tripling with a wide spread.

I've managed to pickup a few Brazilian doubled dies recently. I posted pics of them to my site: http://crdievarieties.com/doku.php?id=brazil
Have you found any of those jmarcelo?
