1984 D LMC. What's Going On With This One? Double Date? White Spots?

I have seen some damaged coins but I have not seen a LMC that has this particular type of white spots before.
What causes this?
Also it looks like doubling on the date.
Also and something is wrong with liberty and we in the phrase in god we trust.
Is this possibly double struck?
Please take a look and tell me what you see here.
Your input is greatly appreciated.

Zinc rot can take on a white-ish appearance--not terribly uncommon. Other details appear to have been hit and worn down. Perhaps too some areas along the rim where abrasion has ground down even more detail. Not seeing date doubling.

You are seeing zinc rot. Spend it soon. Time is not on that coins side.
