I'm not convinced that this is doubling. It looks like well placed staining to me.

Thanks @josephm99. I'd like to know what @Coop thinks.

Irregular outline moves me towards a die chip or polishing flaw

Check next to the column to see if there is any gray there. Almost reminds me of split plating. But a closer view might show us more?

I looks more like a bar cent, but the die may have been polished that altered that area, thus weakening it. So there will be examples before and after this polishing. Check the other reverse devices to see if they are also weakened by die polishing. The date looks like the devices are thinner than normal.

Side by sides with a normal coin to check for overpolishing (I personally don't see any)

I think PCGS took these images at an angle.

The Liberty from PCGS is showing Machine Doubling on the left side of those devices. But it does appear smaller like I would expect from a die polishing. The 'RTY' would have be the area most concentrated on to remove a clash.

You don't see the reduction of the size of the 'RTY' on your coin. (The bottom one right?) The 'R' almost looks like a peg leg it is so thin)
