Looks like it was cleaned long ago and is now re-toning in an unnatural color.

I seen other examples of that years coins that were probably from the same poorly mixed batch of copper. (looks more brass colored)

This one has a strong resemblance to being recolored. The recoloring seems to be coming off the higher areas of the devices, especially the bust at VDB.
Words of encouragement are one of the major food groups.
We need to consume them regularly to thrive and grow.
