Note the regular column area is there, but some how it was polished down and altered. Here is a 10 degree rotation of a 1983 cent coin with the obverse die:

I don't feel this is what happened after seeing a second look on the bay on #4. The die may have suffered some Feeder Finger Damage on that area. That is probably happened. The polishing helped restore the bay, but a hint is still there.
