So I hit up the car wash change machine for my evening haul and came across 2x 1999 P Connecticut that weighs exactly 5.75 are they 40% silver?

No they are just a little on the high side for clad weight. You should be able to see copper on the edge of them.

Weight is a little higher than spec but still well within the allowed tolerance range.
