I think that, if you look at it closely, it is a quad punch. Here is one of mine:

There are a number of R/P'd 9's. I think that yours is an AU.

I received my grades back from PCGS I'm very happy with the grade of this coin I was hoping it would grade Mint State it is coming back As an MS-63 TP9 PCGS highest grade for this coin in the (Registry Sets) my heads pretty swelled up with this grade.

Yes, Jim ... quite the complement for all your collecting endeavors. It sure paid off for many of us to go on the Vicky variety collecting expeditions 20 years ago. Back then nearly half of the posts on the old CCRS came with remarks/ID's from Zoell and Griffin.

This coin I was hoping for a high AU condition, but thought it might get an UNC grade and it did come back as a MS-63.

It puts me on top for highest grade in the Registry Sets for a 93 TP9 totally un expected.

I'll be king for the day it won't last long I'm sure, its nothing I strive for I just look for nice coins to add to my collection and I hit it lucky the odd time thanks for all the thumbs up
