MAD wouldn't show on the reverse. I think the OP is correct.

The OP is correct. This is an uncentered broadstrike with a stiff collar effect. I'm reluctant to call it a "stiff collar error" because virtually all uncentered broadstrikes and off-center strikes of recent vintage show the effects of a stiff collar. As with almost all coins struck since 2002, the reverse die was the hammer die.
