if this coin was in circulation it was a couple days. AU58 or MS60. I'm leaning MS on this one

Overexposure in the OPs photos made the coin look cleaned to me. The PCGS photo is much nicer IMHO.
Not sure why PCGS says it's cleaned?

This is a beautiful coin. I would have put it in the MS category. My advice, stop sending them in... You really are getting burned on some nice looking coins.

It certainly looks cleaned to me as there is some residue of polishing next to the high points (the green colored stuff next to the lettering). When this is removed the coin will look much better and less obiously cleaned. I have used an ultrasonic bath with just water and a bit of liquid soap to remove such residues on some of my coins. The advagtage of ultrasonic cleaning is that it is easy to do and no abrasive action with either brush or toothpick is needed. As far as I know it does not do any harm to a coin.
