Doesn't look like it. Weigh it. If it is the same weight as a normal cent 2.5g, then it is not.

Coin is to well formed to be on a dime planchet. Heat, cover one side with solder and wipe.

Normal weight for a 1960 cent is 3.11 grams, not 2.5 grams.

It has likely been painted or somehow otherwise partially plated. It is not an error.

That was my initial thought as well. Most "off metals" are not quite as well formed and slightly elliptical in some cases.
