Interesting that there is also weakness on the reverse. Seems to definitely be some sort of planchet flaw. If it wasn't for the weakness on the reverse, I would definitely think that this would be PMD.

EDIT: Could be an example of a planchet struck from the end of the metal strip.

Hammered in on the obverse, flatten on the reverse opposite that area. Just damage to the coin.
